On February 1, 2025, President Donald Trump signed executive orders imposing new tariffs on imports from Canada, effective February 4, 2025. These tariffs are primarily calculated based on where the product is manufactured rather than where the product is being fulfilled from.
Tariffs on Canada are applied based on the country of origin, meaning they apply to goods that are manufactured or substantially transformed in Canada before being imported into the United States.
Country of Origin (Manufacturing Location) Matters:
The tariffs apply to products that are produced, processed, or assembled in Canada and then imported into the U.S.
For example - Even if the company is Canadian, if the product is made in China, US customs surtax will be subject to the China tariff.
Rules of Origin (Based on Trade Regulations):
The "substantial transformation" rule applies: If raw materials from multiple countries are used, the final country where the product undergoes significant manufacturing or transformation determines its origin.
If a product is assembled in Canada using components from other countries, it still counts as Canadian-made and will be subject to the tariffs.
This tariff is structured as follows:
General Goods: A 25% tariff applies to all Canadian imports into the United States, with the exception of energy products.
Energy Products: A 10% tariff is imposed on Canadian energy exports to the U.S., including oil, natural gas, and electricity.
